This statement foresaw China&#8217;s massive national effort to become the world leader in Artificial Intelligence (AI), launched in July 2017 with the \u201c<a href=\"http:\/\/www.lawinfochina.com\/display.aspx?id=24123&amp;lib=law\" target=\"_blank\" rel=\"noopener\">New Generation Artificial Intelligence Development Plan<\/a>\u201d (\u65b0\u4e00\u4ee3\u4eba\u5de5\u667a\u80fd\u53d1\u5c55\u89c4\u5212) and its 150 billion dollars investment plan (Sarah Hsu, \u201c<a href=\"https:\/\/www.forbes.com\/sites\/sarahsu\/2017\/07\/03\/china-is-investing-heavily-in-artificial-intelligence-and-could-soon-catch-up-to-the-u-s\/#538fcda65384\" target=\"_blank\" rel=\"noopener\">China is investing heavily into Artificial intelligence, and could soon catch up with US<\/a>\u201d,\u00a0<em>Forbes<\/em>, July 3, 2017). Meanwhile, always in 2017, the Chinese National Engineering Laboratory for Deep Learning Technology was officially established (Meng Jing, \u201c<a href=\"http:\/\/www.scmp.com\/tech\/china-tech\/article\/2072692\/chinas-first-deep-learning-lab-intensifies-challenge-us-artificial\" target=\"_blank\" rel=\"noopener\">China\u2019s first \u2018deep learning lab\u2019 intensifies challenge to US in artificial intelligence race\u00a0<\/a>\u00bb, <em>South China Morning Post,<\/em> 21 February 2017).<\/p>\n<figure id=\"attachment_17909\" aria-describedby=\"caption-attachment-17909\" style=\"width: 300px\" class=\"wp-caption alignleft\"><a href=\"https:\/\/sputniknews.com\/asia\/201512081031407563-china-robots-fight-terror\/\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-17909 size-medium\" src=\"https:\/\/redanalysis.org\/wp-content\/uploads\/2018\/04\/chinese-robot-sputnik-300-300x162.jpg\" alt=\"\" width=\"300\" height=\"162\" srcset=\"https:\/\/redanalysis.org\/wp-content\/uploads\/2018\/04\/chinese-robot-sputnik-300.jpg 300w, https:\/\/redanalysis.org\/wp-content\/uploads\/2018\/04\/chinese-robot-sputnik-300-250x135.jpg 250w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><figcaption id=\"caption-attachment-17909\" class=\"wp-caption-text\">\u00a9 Sputnik \/ Sergey Pivovarov &#8211; &#8220;Just in Time for Christmas: Three Chinese Battle Robots Unveiled in Beijing&#8221; &#8211; 08.12.2015 &#8211; Click to access article<\/figcaption><\/figure>\n<p style=\"text-align: justify;\">In the meantime, Chinese companies also develop AI-powered robotics on an industrial scale. In other terms, China integrates the development of AI, and, in the same dynamic develops what H\u00e9l\u00e8ne Lavoix defines as its \u201cAI-power\u201d and its \u201cAI-governance\u201d (H\u00e9l\u00e8ne Lavoix \u201c<a href=\"https:\/\/redanalysis.org\/2018\/03\/26\/artificial-intelligence-forces-drivers-and-stakes\/\" target=\"_blank\" rel=\"noopener\">Artificial intelligence- forces, drivers and stakes<\/a>\u201d and \u201c<a href=\"https:\/\/redanalysis.org\/2017\/11\/27\/artificial-intelligence-will-power-geopolitics-presenting-ai-open-access\/\">When Artificial Intelligence will Power Geopolitics \u2013 Presenting AI<\/a>\u201d and in \u201c<a href=\"https:\/\/redanalysis.org\/2017\/12\/18\/deep-learning-new-ai-world-making\/\">Artificial Intelligence and Deep Learning \u2013 The New AI-World in the Making<\/a>\u201d, <em>The Red (Team) Analysis Society<\/em>, March 26, 2018).<\/p>\n<p style=\"text-align: justify;\">It is against that background that the Chinese militarization of AI takes place: the Chinese military develops rapidly the integration of AI to its air, maritime, land, cyber, and space force projection capabilities. This process is managed through a very close military-civil relationship established between the People\u2019s Liberation Army (PLA) and civil research-development laboratories and industrial companies (<span class=\"s1\">Elsa B. Kania in \u201c<a href=\"https:\/\/thestrategybridge.org\/the-bridge\/2017\/6\/8\/-chinas-quest-for-an-ai-revolution-in-warfare\"><span class=\"s2\">The PLA\u2019s trajectory from informatized to \u201cintelligentized\u201d warfare<\/span><\/a>\u201d, <i>The Bridge<\/i>, June 8, 2017)<\/span>. This militarization of AI leads us to wonder about the consequences of this process, not only in operational terms, but also in terms of strategy and of grand strategy, i.e the level where political, economic and strategic interests intersect.<\/p>\n<p style=\"text-align: justify;\">In the first article of this series, we are going to focus on the way the PLA works at integrating AI to weapons systems. Then, we shall see how this process is integrated into the civil development of AI and robotics through a process of \u201cmilitary-civil fusion\u201d. Then we shall wonder about the strategic meaning of this AI development of the Chinese military.<\/p>\n<h1 style=\"text-align: left;\">AI and Chinese weapons systems<\/h1>\n<p style=\"text-align: justify;\">The Science and Technology Commission of the Chinese Central Military Commission is leading the research and development effort of the PLA in the unmanned systems field, and especially in \u201cintelligent unmanned systems and systems of systems\u201d (Aleksandra Urman, \u201c<a href=\"https:\/\/thedefensepost.com\/2018\/01\/02\/china-artificial-intelligence-drones\/\" target=\"_blank\" rel=\"noopener\">Smart killer robots: China\u2019s military future could rest on artificial intelligence<\/a>\u201d, <em>The Defense post<\/em>, January 2, 2018). As emphasized by Elsa B. Kania, the Chinese development of unmanned systems and artificial intelligence is closely linked to the civil research and developments and applications of AI (\u201c<a href=\"https:\/\/www.uscc.gov\/sites\/default\/files\/Kania_Testimony.pdf\" target=\"_blank\" rel=\"noopener\">Testimony before the U.S.-China Economic and Security Review Commission: Chinese Advances in Unmanned Systems and the Military Applications of Artificial Intelligence\u2014the PLA\u2019s Trajectory towards Unmanned, \u201cIntelligentized\u201d Warfare<\/a>\u201d, <em>T<\/em><em>he Long Term Strategy Group, <\/em>February 23, 2017).<\/p>\n<p style=\"text-align: justify;\">For example, in 2016, the China Electronics Technology Group Corporation succeeded in operating a swarm of seventy small-unmanned aerial vehicles (UAVs). These UAVs were operated autonomously. In 2017, the same company claimed it had succeeded in launching an intelligent drone swarm, directed by autonomous ground control and ad hoc networks (however, the company didn\u2019t release information about the date and place of this test, see Jon Walker, \u201c<a href=\"https:\/\/www.techemergence.com\/unmanned-aerial-vehicles-uavs\/\" target=\"_blank\" rel=\"noopener\">Unmanned aerial vehicles (UAV\u2019s) \u2013 Comparing the USA, Israel and China<\/a>\u201d, <em>Techemergence<\/em>, September 1, 2017).<\/p>\n<p style=\"text-align: justify;\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-17898 size-medium\" title=\"China Announces Troop Cuts at WWII Parade (screenshot) 201591801334 By William Ide [Public domain], VOA, via Wikimedia Commons\" src=\"https:\/\/redanalysis.org\/wp-content\/uploads\/2018\/04\/China_Announces_Troop_Cuts_at_WWII_Parade_screenshot_201591801334-300x169.jpg\" alt=\"China Announces Troop Cuts at WWII Parade (screenshot) 201591801334\" width=\"300\" height=\"169\" srcset=\"https:\/\/redanalysis.org\/wp-content\/uploads\/2018\/04\/China_Announces_Troop_Cuts_at_WWII_Parade_screenshot_201591801334-300x169.jpg 300w, https:\/\/redanalysis.org\/wp-content\/uploads\/2018\/04\/China_Announces_Troop_Cuts_at_WWII_Parade_screenshot_201591801334-250x141.jpg 250w, https:\/\/redanalysis.org\/wp-content\/uploads\/2018\/04\/China_Announces_Troop_Cuts_at_WWII_Parade_screenshot_201591801334.jpg 320w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p style=\"text-align: justify;\">The same dynamic applies to the research-development of \u201cintelligentized missiles\u201d. For example, the China Aerospace Science and Industry Corporation (CISCA) works on the development of future cruise missiles with a very high level of automation and AI integration (Zhao Lei, \u201c<a href=\"http:\/\/www.chinadaily.com.cn\/china\/2016-08\/19\/content_26530461.htm\" target=\"_blank\" rel=\"noopener\">Nation\u2019s next generation of missiles to be highly flexible<\/a>\u201d, <em>China Daily<\/em>, 2016-08-19). Command and control could even be exercised in real-time while the tasks and targets of the missiles could be changed while flying. Wang Changqing, Director of the General Design Department of the Third Academy of CISCA emphasizes that<\/p>\n<blockquote>\n<p style=\"text-align: justify;\">\u201cArtificial intelligence could enable missiles to have advanced capabilities in sensing, decision-making, and execution of missions, including through gaining a degree of \u201ccognition\u201d and the ability to learn\u2026 Moreover, our future cruise missiles will have a very high level of artificial intelligence and automation\u201d\u00a0 (Zhao Lei, ibid).<\/p>\n<\/blockquote>\n<p style=\"text-align: justify;\">The PLA is also developing and testing other kinds of unmanned vehicles for the army, and the navy, such as reconnaissance drones and unmanned submarine (Stephen Chen, \u201c<a href=\"http:\/\/www.scmp.com\/news\/china\/society\/article\/2131127\/chinas-plan-use-artificial-intelligence-boost-thinking-skills\" target=\"_blank\" rel=\"noopener\">China\u2019s plan to use artificial intelligence to boost the thinking skills of nuclear submarine commanders<\/a>&#8220;, <em>South China Morning Post<\/em>, 04 February 2018).<\/p>\n<p><span class=\"embed-youtube\" style=\"text-align:center; display: block;\"><iframe loading=\"lazy\" class=\"youtube-player\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/HcETgSM_AAY?version=3&#038;rel=1&#038;showsearch=0&#038;showinfo=1&#038;iv_load_policy=1&#038;fs=1&#038;hl=fr-FR&#038;autohide=2&#038;wmode=transparent\" allowfullscreen=\"true\" style=\"border:0;\" sandbox=\"allow-scripts allow-same-origin allow-popups allow-presentation allow-popups-to-escape-sandbox\"><\/iframe><\/span><\/p>\n<p style=\"text-align: justify;\">Meanwhile, the militarization of AI is studied for its potential in cyberspace operations. This thinking is done by the Strategic Support Force, dedicated to electronic warfare, in order to use drones equipped with sensors to capture electronic signals and to support electronic warfare missions (William Carter, \u201c<a href=\"https:\/\/docs.house.gov\/meetings\/AS\/AS26\/20180109\/106756\/HHRG-115-AS26-Wstate-CarterW-20180109.pdf\" target=\"_blank\" rel=\"noopener\">Statement Before the House Armed Services Committee Subcommittee on Emerging Threats and Capabilities \u201cChinese Advances in Emerging Technologies and their Implications for U.S. National Security\u201d<\/a>\u201d, <em>CSIS<\/em>, January 9, 2018).<\/p>\n<p style=\"text-align: justify;\">The emphasis on autonomy is a crucial issue for the development of military unmanned vehicles and weapon systems, because of the complexity and potential dangerousness of the environment where they may have to operate. It must be remembered that, by now, these missions would cover the areas of intelligence, surveillance and reconnaissance, data links, and sensors for data harvesting (Jean-Michel Valantin, \u201c<a href=\"https:\/\/redanalysis.org\/2018\/01\/08\/chinese-russian-robot-space-strategic-cooperation-1\/\" target=\"_blank\" rel=\"noopener\">The Chinese Chinese-Russian robot and space cooperation (1)- China<\/a>\u201d, <em>The Red (Team) Analysis Society<\/em>, January 8, 2018).<\/p>\n<h1 style=\"text-align: left;\">The AI-robotics civil-military fusion<\/h1>\n<p style=\"text-align: justify;\">These developments are closely linked to the progress that are made in civil research, especially in the way AI-endowed robots can execute tasks of a growing complexity, (Jean-Michel Valantin, \u201c<a href=\"https:\/\/redanalysis.org\/2017\/11\/13\/chinese-artificial-intelligence-revolution\/\" target=\"_blank\" rel=\"noopener\">The Chinese artificial intelligence revolution<\/a>\u201d,\u00a0<em>The Red (Team) Analysis Society<\/em>, November 13, 2017). China, besides U.S. private companies, is at the forefront of the twin dynamics of robots and artificial intelligence development (Ma Si \u201c<a href=\"http:\/\/www.chinadaily.com.cn\/business\/tech\/2017-09\/25\/content_32445611.htm\" target=\"_blank\" rel=\"noopener\">Smartening the world with robots<\/a>\u201d,\u00a0<em>China Daily<\/em>, 2017-09-25).<\/p>\n<div class=\"embed-x\">\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Meet Jueying, a cute robot developed by Zhejiang University: Jueying is 1 meter long and can carry a 20 kg load and walk at 6 km per hour in different conditions. It will be used in security tasks and disaster relief. <a href=\"https:\/\/t.co\/qfwPPe7gYE\">pic.twitter.com\/qfwPPe7gYE<\/a><\/p>\n<p>&mdash; People&#39;s Daily, China (@PDChina) <a href=\"https:\/\/x.com\/PDChina\/status\/962608591818522624?ref_src=twsrc%5Etfw\">February 11, 2018<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.x.com\/widgets.js\" charset=\"utf-8\"><\/script><\/div>\n<p style=\"text-align: justify;\">The mammoth progress made in the AI-robotics field is driving the Chinese \u201ccivil-military fusion\u201dled by the PLA and by the\u00a0 Chinese Government through the personal involvement of President Xi Jinping, which massively supports the integration of AI by the Chinese military (&#8220;<a href=\"http:\/\/www.xinhuanet.com\/english\/2015-03\/12\/c_134062544.htm\" target=\"_blank\" rel=\"noopener\">China&#8217;s Xi calls for closer civil-military integration to boost army combativeness<\/a>&#8220;, <em>Xinhuanet<\/em>, 2015-03-12). For example, the mammoth Chinese robotics company Midea has now acquired the German giant of industrial robotics Kuka (Li Xuena, Wang Cixin, Zhang Boling, \u201c<a href=\"http:\/\/www.chinafile.com\/reporting-opinion\/caixin-media\/chinas-factories-are-building-robot-nation\" target=\"_blank\" rel=\"noopener\">China\u2019s factories are building a robot nation<\/a>\u201d,\u00a0<em>ChinaFile<\/em>, March 10, 2015). In other terms, by developing literally a robot workforce coordinated by multiple levels of AI, China installs itself at the vanguard of \u201cintelligent\u201d industrial productivity on a global scale (Jane Perlez, Paul Mozur, Jonathan Ansfield, \u201c<a href=\"https:\/\/www.nytimes.com\/2017\/11\/07\/business\/made-in-china-technology-trade.html\" target=\"_blank\" rel=\"noopener\">China\u2019s technology could upset the global trade order<\/a>\u201d,\u00a0<em>The New York Times<\/em>, Nov. 7, 2017). In 2017 only, China produced more than 120 000 robots (\u201c<a href=\"http:\/\/www.globaltimes.cn\/content\/1080138.shtml\" target=\"_blank\" rel=\"noopener\">China produces more than 100 000 industrial robots in first ten months<\/a>\u201d,\u00a0<em>Global Times<\/em>, 2017\/12\/13). These developments are \u201cchannelled\u201d in order to drive both the civil and military integration of AI and technology transfers from civil developments to the military (\u201cMilitary-Civil Integration Development Committee Established\u201d, Xinhua, January 23, 2017,\u00a0<a href=\"http:\/\/news.xinhuanet.com\/finance\/2017-01\/23\/c_129458492.htm\">http:\/\/news.xinhuanet.com\/finance\/2017-01\/23\/c_129458492.htm<\/a>).<\/p>\n<h1 style=\"text-align: justify;\">Clausewitz and the \u201cintelligentization\u201d of the People\u2019s Liberation Army<\/h1>\n<p style=\"text-align: justify;\">The development of the links between AI and robots, among them drones, and weapons systems is not limited to the integration of these unmanned and \u201cintelligent\u201d systems in the arsenal of the PLA. The PLA thinks about the way the militarization of AI could lead to what Lieutenant General Liu Guozhi qualifies as \u201centering into the intelligentization era\u201d for the PLA (Elsa B. Kania, <a href=\"https:\/\/www.cnas.org\/publications\/reports\/battlefield-singularity-artificial-intelligence-military-revolution-and-chinas-future-military-power\" target=\"_blank\" rel=\"noopener\"><em>Battlefield Singularity: Artificial Intelligence, Military Revolution, and China\u2019s Future Military Power<\/em><\/a>, Center for a New American Security, November 2017).<\/p>\n<p style=\"text-align: justify;\">As a result, it is highly likely that the PLA studies closely the strategic potential that could emerge out of the integration of AI at all levels of the military, as well as to the conduct of war operations. In other terms, integrating AI could trigger a transformation of the PLA, from the current \u201cinformatized\u201d warfare, based on the circulation of information throughout informatized networks, to \u201cintelligentized\u201d warfare operations. The latter would imply managing operations by AI-led air, ground and sea vehicles, by AI-led entire units, as well as by AI cyber warfare units (Kania, \u201c<a href=\"https:\/\/thestrategybridge.org\/the-bridge\/2017\/6\/8\/-chinas-quest-for-an-ai-revolution-in-warfare\" target=\"_blank\" rel=\"noopener\">The PLA\u2019s trajectory from informatized to \u201cintelligentized\u201d warfare<\/a>\u201d, <em>The Bridge<\/em>, June 8, 2017).<\/p>\n<p style=\"text-align: justify;\">However, these capabilities are specific to the tactical level. It is possible that the PLA is also thinking about the way AI could also be integrated into its Command and Control capabilities. This is signaled by some articles written by Chinese officers and researchers (Elsa B. Kania, <a href=\"https:\/\/www.cnas.org\/publications\/reports\/battlefield-singularity-artificial-intelligence-military-revolution-and-chinas-future-military-power\" target=\"_blank\" rel=\"noopener\"><em>Battlefield Singularity:\u2028Artificial Intelligence, Military Revolution, and China\u2019s Future Military Power<\/em><\/a>, Center for a New American Security, November 2017). This integration of AI at this level of command could be a powerful support for joint coordination and decision-making process. The linkage between these different AI\u2019s military levels could thus turn AI and AI-powered technology into a new way to manage the strategic level of operations management of an entire theatre of operations (Edward Luttwak,<em> S<a href=\"http:\/\/www.hup.harvard.edu\/catalog.php?isbn=9780674007031\" target=\"_blank\" rel=\"noopener\">trategy, the logic of war and Peace<\/a><\/em>, 1987).<\/p>\n<p style=\"text-align: justify;\">Building upon H\u00e9l\u00e8ne Lavoix\u2019s idea of \u201cAI-power\u201d, this possible evolution of the Chinese military leads us to suggest that the PLA is currently developing its own \u201cAI-firepower\u201d. This new Chinese \u201cAI-firepower\u201d must be understood not only in military and tactical terms, but also in strategic terms. As such, war is a duel of wills through the exertion of coercion, that can be imposed under the numerous forms of the military capabilities.<\/p>\n<p style=\"text-align: justify;\">Thus, from a Clausewitzian point of view, AI could dramatically increase the coercion capability of the application of the Chinese military and political will through the enhanced capacity of physical, electronic and information military violence that it could muster and project on its opponents.
