Surviving the Gulf of Aden: a New Strategic Paradigm for the Future of the Region

On 15th September 2013, saboteurs blew up the pipeline linking Yemeni oil fields in the North to the Hodeidah export terminal, on the Red Sea coast. It was the third time in two months. In the meantime, the Yemeni political life was also marked by a deluge of US drone strikes against militants of “Al-Qaeda in the Arabian Peninsula” (AQAP).  On 18th October, a militia of armed and well-organised Islamist militants attacked a Yemeni military base in the Southeast, preceded by a car bomb suicide attack, which killed five soldiers. The two following weeks saw endless attacks and manifestations, against the government as well as sectarian violence, leaving dozens dead. In the meantime, on the other side of the Gulf of …

The Red (team) Analysis Weekly No101, 23 May 2013

Horizon Scanning for National Security No101 – Uncertainties: Which alliances and partnerships will hold, which one will fail, which ones will emerge, and for how long? Will the Syrian peace conference occur and will it be successful, at which cost and with which geo-strategic impact? Is the European crisis over or not at all? Will Europeans continue to withstand the pressure, and for how long, and what will be next? Will the mammoth monetary experiment endeavoured by Japan be lethal or was it the right daring move? And what if the global financial and economic crisis was not at all over? Is climate change enhancing the likelihood of mega-tornadoes or not? How will the world face the various environmental pressures and the unintended consequences of the remedies pushed forward? Those rising and spreading uncertainties could show that we are now fully moving on a path fraught with multiple systemic shifts., with more dangers and threats, but also with more space for human liberty, if we are wise enough to take the measure of the challenges ahead.

The Red (team) Analysis Weekly No97, 25 April 2013

Our own worst enemies – One major lesson that can be learned for the Boston tragedy is that efforts at improving systems and alertness can never stop in times of heightened tension and threats multiplication, at least not as long as problems have not been properly analyzed, causes courageously tackled, and real solutions imagined and …

The Red (team) Analysis Weekly No91, 14 March 2013

Horizon Scanning for National Security No91: The Actors and the System: Powerlessness? If we were to estimate the power of the actors by their ability to stabilize the system, they would not fare very well, and this, in itself, is a signal that tensions will most probably continue to rise and escalate in intensity as well as widen in scope. One of the interesting question would thus be: How long can this system withstand the pressure until it breaks?

The Shale Oil and Gas Security Sigils

Shale fuels, a potential game changer, remain controversial, notably considering the various environmental risks, the social opposition and distrust, the uncertainty regarding recoverable reserves, the evolution of technology and regulations, and the opposite interests of different actors. It is thus crucial to scan and monitor…

Assessing End of Year Predictions: How Did they Fare? (2)

The evaluation of our 2012 predictions’ sample underlines notably a widespread conventional view of national security, novel issues being ignored; a relative inability to assess timing whilst our understanding of issues fares relatively well; the existence of major biases, notably regarding China, Russia, and the U.S; the difficulty of prediction for novel issues and old issues in new context.

Pattern – Higher Global Temperatures, Earlier Impacts and the Shale Fuels Bounty

We most probably need to get ready for a 2C temperature rise and its harsh impact on the world relatively rapidly as a temperature rise of 6C – and above – by the end of the century is increasingly probable. Indeed, interests and current challenges and tensions are most likely to favour shale fuels’ production and policies and adversely affect “green efforts”. Other ecological adverse impacts on global security issues such as water and biodiversity may be enhanced and must be monitored. Citizens’ mobilization on those issues may evolve as trade-offs will be done, and as impacts will be felt.

2213 – 2218 EVT – Learning from Water Privatization? (Panglossy)

This post, as many others in the Chronicles of Everstate, can be read both as part of the scenarios on the future of the nation-state, as explained below, or as part of the section on Global Water Security. This shows how all issues are intertwined, and that the multiple existing feedbacks should not be ignored. Previously: In 2012 EVT, Everstate (the ideal-type corresponding to our very real countries created to foresee the future of governance and of the modern nation-state) knows a rising dissatisfaction of its population. Alarmed by the rising difficulties and widespread discontent, the governing authorities decide to do something when new elections start, which begins the second scenario, Panglossy. The new Everstatan government, dependent upon past thinking, decides that a return to economic efficiency …

Building upon the U.S. Intelligence Community “Global Water Security” Assessment

Considering any issue in terms of strategic foresight and warning for national security demands, first and foremost, a minimal understanding of the issue itself, which is notably obtained by reaching out to experts in the related fields, as done by the ICA. This is true for water as for any other issue. Without this initial …
